I was charged for a marijuana poss when i was 13 years old i am now 21 is there any way ican enlist inthe Army?

Was you convicted? If you was then you won't be enlisting because we stopped granting waivers for drug convictions June of last year. If your charge was dismissed you could still enlist. The military doesn't recognize the words "expunged" or "juvenile" when it comes to criminal records and you still have to report the charges.
